Democracy and Its Critics is a work of extraordinary intelligence and, what is even rarer, a work of extraordinary wisdom. Dahl writes clearly and effectively. The discussion is fresh and illuminating, the treatment of alternative views careful and respectful, the difficulties in his own views spelled out in detail. An attentive reader of this book will receive a real education in the meaning of democracy. Beneath all the moderation and devotion to intellectual clarity that are so evident in this book, there is the moving presence of a profound passion for democracy.

An Analysis of Robert A. Dahl's Democracy and its Critics

In the absence of a state, highly undesirable forms of coercion would probably persist. In a stateless society, some associates might in any case acquire sufficient resources to create a highly oppressive state. A degree of social control sufficient to avoid the creation of a state appears to require that an association be highly autonomous, very small, and united by multiple bonds. Creating such associations on a significant scale in the world today appears to be either impossible or highly undesirable. These judgments support the conclusion that it would be better to try to create a satisfactory state than try to exist in a society without a state. Effective Participation: Throughout the process of making binding decisions, citizens ought to have an adequate opportunity, and an equal opportunity, for expressing their preferences as to the final outcome. They must have adequate and equal opportunities for placing questions on the agenda and for expressing reasons for endorsing one outcome rather than another.

The possibilities of democracy

Democracy can be understood as a mechanism for making decisions and as an ideal of social life. Ironically, the moral underpinnings of this approach lie in the Madisonian system that Dahl rejects. Like Madison, Dahl focuses on the republican aim of preventing the arbitrary exercise of power rather than the democratic aim of securing popular control over elected officials. Unlike Madison, Dahl argues that the success of this project depends on social rather than constitutional factors. In this prize-winning book, one of the most prominent political theorists of our time makes a major statement about what democracy is and why it is important. Robert Dahl examines the most basic assumptions of democratic theory, tests them against the questions raised by its critics, and recasts the theory of democracy into a new and coherent whole. He concludes by discussing the directions in which democracy must move if advanced democratic states are to exist in the future. With Democracy and Its Critics Dahl has produced a work destined to become another classic. A work of extraordinary intelligence and, what is even rarer, a work of extraordinary wisdom.
